Loadouts are already unbalanced enough as it is, with the Plasma Pistol, Boltshot and Plasma Grenades being in there, let’s not let people spawn with power weapons, shall we? Loadouts need to be reduced, not expanded.
So much no.
Personal ordinance is already beyond unbalanced. Adding power weapons will only makes this worse.

That’s okay, I just thought it seen like a good idea at the time, but I can see now that it would only make things worse, I understand.
We are playing Halo, not BF or COD.
Do you want a sniper, then find it on the map or play the playlist Team Snipers.
Personal Ordnance should be paired with Perks so everyone can start out on an even playing field. But I do think an SMG/CQC primary slot should be added that could include weapons such as the SMG, Spiker, and Plasma Rifle.

343 could follow Destiny weapon loadout path.
You have a 2 Main weapons, but can also carry 1 Heavy Weapon.
To access Heavy Weapon hold down “Weapon Swap” button, normally “Y”.
So game starts, and you all have your primary and secondary, but if you found a heavy weapon on the map, you could still pick this up without droping a weapon.
No need to swap your primary or secondary weapon for the heavy wepon. You then have 3 weapons.
But you should never ever be able to spawn with a Power Weapon in Halo, unless you are playing a Rockets/Snipers Playlist or Fiesta.
And unless Halo ever does a Battlefield Variant with 64/128 players and you have loadout classes.
Maybe in some sort of super-big heavies gametype, but in standard multiplayer? Heck no.

That could be very overpowered, as a player could have a Sniper Rifle, Rocket Launcher, and their loadout primary weapon. You could instead have a “power weapon”-slot, but that really does throw out the concept of trading out/sacrificing a weapon and making smart choices. It would, for example, allow players to carry around a N00B combo (to take out infantry) and also carry a Rocket Launcher/Incineration Cannon in case he/she runs into a vehicle. That’s the beauty of the 2-weapon system that Halo was founded on: it prevents overpowered combos like that.
