Most players (including myself) like the idea of power weapons being on the map for players to compete over, and I highly doubt 343 is going to revert back to this system as they have developed a fully functional ordnance system for infinity slayer.
My idea is to combine these two concepts to form something greater than either one ever was by taking the best parts of each one. Keep in mind I don’t think this is possible for Halo 4, but could work well in the future of Halo.
Here’s my idea:
1. Remove Personal Ordnance:
Personal ordnance is great as it allows each player to pick a specific ‘power-up’ of their liking, but it is a grossly unfair system (especially w/ JIP). Players can simply find an easily defendable position on the map and lock it down, without giving up the advantage of power-ups. This is a huge problem as map movement is no longer emphasized and all players regardless of skill have the opportunity to make game changing plays.
2. Introduce 'Ordnance Zones’
These would work similar to weapon placements in previous Halo games. There would be several zones on each map that would resupply themselves on set timers. Once a zone has been resupplied and is ready for ordnance each player would be alerted with the familiar announcement ‘Ordnance Ready’ and a waypoint would be attached to the appropriate zone. Any player can then call in a personal ordnance drop once they step inside of the ordnance zone. Once the ordnance has been claimed the timer will reset.
I think this would work particularly well as it will:
- Promote map movement
- Reward skilled players with power-ups
- Reward experienced players as they will be familiar with the timing of power-ups, while not degrading the experience of newer players.
- Provide the player with a choice of ‘power-up’
- Be compatible with the current specializations (Tracker / Engineer)

I don’t think there’s a large problem with how it is now, but your idea is intriguing. I wish there were some way to set that up and test it.

2. CQC: SAW, Shotty, Sword, etc.
3. Special Weapons: Needler, Sticky Det, Railgun, Concussion Rifle
4. Power-ups: Damage Boost, Overshield, Speed Boost
5. Sniper Weapons: Sniper Rifle, Beam Rifle, Binary Rifle
6. Loadout / Ammo: These could offer various loadout weapons, or an ammo crate for your team to refill their weapons.

343 should of implemented this system from the start, I make a system similar to this in custom games to balance it but not remove ordnance. Personal ordnance should be map and gametype specific and not include the binary rifle of incineration cannon ever!. For example your explosives and sniper ordnance would be in large maps only, cqc in small maps only and power ups all maps ( including active camo). Special weapons I usually make map pick up, same with sniper, rockets and overshield.
Halo 4 would be so much better if you knew what you would get each map in ordnance.
I think personal ordinance just needs some tweeks.
GAINING ORDINANCE
When counting only kills, ordinance is gained when 5 kills are achieved, and the requirement to receive a new one is increased by about 30 percent.
ORDINANCE CONTENT
I have read many good ideas about ordinance:
The first ordinance could contain grenades and ammo for your loadout weapon, and melee weapon or shotgun
The second ordinance could contain a needler or sticky detonator, loadout weapon ammor, and speed boost power up.
The third ordinance and any after that, would contain one heavy weapon, a sniper or shotgun, and damage boost or overshield.
BALANCING
The content of each ordinance would be limited to what is not on the map.
The third ordinance and onward, would be set up the way it is because even the losing team may have one or two people who are doing well, this allows the best players on each team to turn the tide or battle.
Can’t people just camp ordinance zones, and when its called down kill them and take their drops? just thinking of things ppl would do lol
I like the way MLG/AGL/GB settings tweaked ordinances to be fixed options for armor abilities instead of powerweapons and powerups, but I doubt we’ll see something like that in matchmaking for anything short of a “Team Hardcore” type playlist. I just want the traditional fixed timer world weapons system back that didn’t have HUD icons or the ability to get a ton of power weapon ammo with the armor mod.
(seriously, snipers and rockets or god forbid, the binary rifle or incinerator with ammo mod are ridiculous. That’s pretty much the sole problem I have with Ragnarok flag other than power weapons vanishing too fast and the Spartan Laser not respawning on the top hill like it’s supposed to.)
