Bumper Jumper layout has been regarded as the best layout to use if you want to be at the most competitive level you can. It can take a bit to get used to if you haven’t used it before, but is usually beneficial in the end. I played Halo 2 for so long though with reload on X that it’s kind of ingrained as a reaction for me. In Bumper Jumper, reload is on B. I’m wondering if it would be possible to put another Bumper Jumper layout in the game, but with reload on X and thruster on B?
You can remap buttons how want with the peripherals app. I don’t know if it’s available for the public or just the Dashboard beta testers yet, but once it’s out you’ll be able to remap your controllers to how you want them.
Can you remap it for specific parts of games though? For instance, I don’t want to swap B and X universally, and I still want B to be “back” in the Halo 5 menus and such. I would only want to map it for when I’m controlling a character in H5, nothing else.

That’s game level stuff you’re asking for, which unfortunately will never happen unless a game is specifically coded to allow for it.

Yea that’s why I’m wondering if a layout could be added to support it

It’s not just about adding a new layout. Firstly, I assume that the game’s engine is hardcoded to check for B in any menu throughout the game: in the main menu, all sub menus, campaign menus, multiplayer, Warzone, REQ menus, etc. So you’d have to start with the basic layout setup where you can swap the X and B functions in-game. Now, you need another option that relies on the player stating that an Xbox-level button map has changed, because the game can’t tell what button does what. If the Xbox says that B is X, the game won’t know that; when B is hit on the controller, the game will only see an input of X.
Next, 343 has to use this second option to control every menu, stating whether to register B or X as Back. Depending on how the engine handles it, there’s a number of ways 343 could go about it, but any path they choose has to ensure nothing in the rest of the game conflicts, and this even includes the Friends tab in the main menu.
This is too much work for a patch that few will benefit from.
