Only getting REQ points in silvers

I’ve been buying gold packs for a while now because every time I buy a silver I only get REQ points so obviously I can’t get anything else in those packs that are rare or lower. I got two rare emblems in one gold pack recently but I tried the silver pack again and still just REQ points. Anyone having similar trouble?

Out of curiosity, are they the mongeese reqs?
