Rewriting code is not something as easy as modding some new character models for Skyrim. Besides, Microsoft would unleash such a horrible storm of lawsuits on the poor sods that tried to do it that it would scar them for life. I.P. legislation covers this kinda stuff so it is impossible for modders to dump the whole Halo series to PC.
Oh and I already pre-ordered Fallout 4 so you are a bit too late there, champ.
