ONI is not all mighty and omnipotent.
ONI inciting an Elite Civil War makes sense, strategically. Elites were the only race the was intelligent and coordinated enough to pose a serious threat. The Jackels were just pirates being paid to fight, Grunts have no sense of bravery on their own, and Brutes would just as soon fight themselves or other Covenant species.
I meant getting rid of them before they pose a threat and i mentioned the drone part because we don’t know what happend to them, it would be a cool story arc
