As we all know, not everybody has XBox Live. Is this a good thing? Maybe, but that’s not the point. The point is, even if you have your buddies with you, games like Capture the Flag and Grifball are much less fun compared to a full party.
Then I had a thought while I was playing Gears of War 3. When a player leaves, or if you don’t feel like waiting for players to join, you can set the number of Bots you want to play with you, and off you go.

If this is possible, 343i, implement this feature into Halo 4. Give offline players the oppertunity to play Team Slayer with a full house of Spartans, with either Default, set, or Randomized armor, set or randomized weapons. Please those of your community unable to enjoy the full multiplayer experience of Halo 4.

As long as MS owns Halo, there will be no bots.
Bots are great, they allow you to play full (16+) player matches with friends with any setting you’d like, no quitters and no lag. This is what MS fears, if they add bots, fewer people will play Halo online, if fewer people play Halo online, fewer will buy Xbox Live Gold, and MS would loose a lot of money.
As long as you have to pay MS to play online, you’ll never have bots, sadly. It takes a 3rd party company with no ties to “xbox live revenues” to allow bots, hence you’ll fnd them in games like Unreal or Section 8 (both on 360, with bots).
