The original arbiter Was a person of great influence, kind of like a Shogun of Japan. Along time ago when the covenant first join with elites the Arbiter of this time Disobeyed The Prophets, and because of this died fighting And elite who was the prophets tool so they changed the Arbiter status to Something of shame and death, Which is wear we find are selves. i would assume the they regain the original status of the Arbiter.
