We at ONI have obtained the Achilles Armor. We are the second company to obtain this armor which makes 200 people now with the armor. Here is a link to the reddit post with proof.

Everyone in the company at time of the unlock earn it all at once.

Each active member of the company should have it unlocked automatically once the company completes the required commendation level

It is based on company commendations. Armor at level 3, helmet at level 5.
