Why are the ODST’s (in Halo 3 ODST) faster with turrets than Chief?

I think we can all agree non-augmented human limitations could have been acknowledged better in ODST.
ODSTs can detach turrets, but can’t dual wield weapons. Same, for the Battle Rifle. It’s not in ODST just because Bungie wanted to give ODSTs some signature weapons. I found this cool, but removing the BR annoyed me. In my opinion, BR was their weapon of choice in H2 an H3. Game design, game design … I know it’s a crucial thing for a video game wich have to be good to play above everything else, but sometimes it kills the canonical aspects of our favorite universes.
Everything is just a game design choice, and probably a hint to the direction Bungie wanted to take for Reach, closer to Halo CE in a way for the “heavy and low” feeling (but in the other side, adding all things that changed the core Halo gameplay like sprint and loadouts).
