I uninstalled MCC to make some room on my hard drive before ODST came out and I just forgot about it,If I reinstall MCC will I have to pay for ODST?

no. You have ODST on your account as bought so you can still download ODST for free. For an opposite example i started playing MCC after the compensation dates but before ODST was released but i still cant play ODST.
