It doesn’t have a server. It’s you.
ODST doesn’t have matchmaking, like goobot said, it’s your own connection, so you’re the one that needs an update…
All Halo games use peer-to-peer networking. In other words, one of the people in the match is the server.
The problem you’re experiencing is that Campaign/Firefight networking in all Halo games is slower than Multiplayer networking. That’s because the game needs to keep track of a lot more data when AI are present. No way around it, I’m afraid.
Halo is p2p, hence a random player is chosen host and he’ll get an unfair advantage, and the rest will suffer. The further away from the host you are, combined with the latency of his connection (aka his bad connection) the more lag you get, and the harder he’ll be to kill (might seem like he’s cheating).
As population declines in a game, there are less players and hence harder to find a good host, it might just be very few players close to you playing online and hence it will lag, play with friends might improve things.
Or you’ll have to wait until Halo gets serious and offers dedicated servers like all other true AAA FPS games out there (not CoD, yet). If the game had dedicated servers, no one would be host and you would always play on a server close to you with players close to you, and if someone got a bad connection, they would be affected by the lag, not you.
I suggest you try Gears of War 3, Homefront (free MP demo available), Battlefield 3 or Section 8 (prejudice) and you’ll notice a massive difference when it comes to how fluid and perfect online gaming is, compared to any Halo (even Halo 4 sadly, still p2p).
