Papa New Guinea is considered an Oceanic region, so why has it not be part of the region-lock or dedicated servers. Below is a few tests from my location to the regions capitals where a large portion of the population is located.

It seems as though the optimum ping is around 50 ms - 180ms for regions outside of Australia, which is supported by the tests in Papa New Guinea. The upload and download will vary depending on your time of day, how much bandwidth is being used, data left etc.
