I have recently seen a thread that has been locked regarding this. I have had this happen to me myself, however, though careful observation when it was occuring, I believe I know how to trigger it (Although I don’t exactly understand why it happens, I have an idea why, but it’s not definite.). If you have your pre-order DLC content active, while on Halo 4 sign out of your profile and sign back in and see if it is there.
I have taken notice that for some odd reason, this can trigger such a glitch, even if it does ask to load from a harddrive or memory unit. From my personal experience, it seemed to occur whenever I would vote for a map to play in War Games, have the mjority vote otherwise, so to leave, I would sign out and sign back in and voila, preorder DLC content ‘missing’, but not from the harddrive or memory unti itself.
So, when you sign out and sign back in while playing Halo 4, I beieve this glitch occurs as the game not reading for all downloadable content as when you sign back in, it may ask to load from a device, but typically doesn’t look for DLC content. The simple fix for this is naturally to restart your system, as you’ll have to load up Halo 4 itself, and in doing so, it should search for downloadable content when the game starts and you choose your device to load from. Keep in mind this isn’t a permanent fix, jsut a way to undo the glitch whenever it occurs.
From what I also understand, the pre-order DLC content doesn’t require transfer of license to use to other systems, so yes, you can use it on multiple systems without fail. Unlike the previous Halos however, the other profiles will only have access to the preorder content when your account is signed in on the same 360 as theirs is signed into. Other players cannot access the preorder DLC if you downloaded to their 360 and you are not signed in on that 360 when they are signed in. The only exception of course if if they happen to have the same pre-order DLC and it is downloaded to their 360 under their name.
If your preorder DLC content however is missing from your device (for any reason), simply (You can recover your profile as a first step if you want to, but I dunno how well that will work) goto your download history, redownload the preorder DLC to a device, then when it is all downloaded, it should be there the next time you play Halo 4.
