So far the NR hasn’t been confirmed in halo 4. After e3, less than half of the covenant weapons have been confirmed. The new Forerunner Light Rifle looks awesome and could be the NRs replacement. The new carbine has been seen and it sounds way better, far better than the previous incarnation of the weapons. I would hope that the NR appears and gets done just as good as the carbine. The NR was seen in the recent glasslands, maybe this is confirmation that it will be in Halo 4.
