So as the title suggests could the NPCs in infinite have limited capacity to their weapons. Surely that could create some unusual situations but perhaps with the new engine these situations could be managed with improved NPC AI.
And what sort of situations? Firstly obviously you would think that someone could just wait things out while enemies shoot at their general direction. Now that wouldnt be that interesting, so, to spice things up in this situation the enemies would use different tactics to some degree like while you would be suppressed by some you would be simultaneously be flanked by few other more agressive enemies. Some enemies also could have sidearms and when ammunition runs dry they could utilize the weapon racks and such or even share their sidearms to others so you would have to hurry up if you wanted to get your hands on those fully loaded alien weapons.
It would also mean that the enemies wouldnt just stay to be shot with precision weapons like as a fresher reminder the H5g style run and stop to shoot situations.
As for the allies this would mean that they also would be required in many situations to utilize the enemy weapons found on the battlefield making them more active in their search for better weapons on quieter moments. This would show the resource tight time UNSC has had when it has battled with the covenant and such.
You would possibly have to create clearings for allies to acquire new weapons and ammunition in battlefield situations too.
So obviously this mechanics would have its problems too but to see many of the points there are, some discussion about the topic would be good.
