I have won maybe 15 1v1s in Head 2 Head and only lost 3 or so. I only moved up one rank near the beginning, when I lost I dropped down, and am able to move up a little bit. Basically stuck though. I am winning in dominant fashions and my rank does not move whatsoever,
By looking back at my game history and clicking “View Details” I see that I was ranking up, but just at an incredibly slow pace. It looked like it would have taken at least 15 wins to go from platiumum 4 to 5
It’s all about the MMR. For example, if let’s say a champ level player beats say a gold level player, the champ person isn’t going to see much CSR gain. It’s highly probable that you’re in that I call a CSR lock where you’re ranked as high as your MMR allows until the system thinks that you are actually playing better, or beating people better than you.
I may may be wrong but that’s what I think is happening. I would tweet out Joshua Menke about this though, because he has access to the matchmaking data and I do not.
If you’re dominating, it’s most likely that you’re beating people way below your skill level so you’re CSR isn’t going to move much.

15 wins to rank up from plat 4 to 5 sounds about right to me, especially if you’re playing plat 1s or 2s.
