I completed the Spartan Laser and UNSC Weapon Mastery commendations and it told me I had 2 packs to open but it wasn’t loading them when I tried to access them and it said the REQ system was unavailable. So I quit out of Halo 5 and went back in and was finally able to access the REQ system but my packs were not there. However my service record still records that I have those commendation complete. Is there anything I can do about this?

I’ve had times when packs and point totals won’t appear properly, instead it will just say loading forever. When this happens I can usually fix it by either backing out of matchmaking, or switching between Arena and Warzone.

Sorry to hear that. If you have a twitter account you could try contacting someone from 343 through there. Apparently they sometimes respond.
Good news world: the problem has been resolved. thank you to any 343 employees, if any, that read and helped.
Only some of the commendations give req packs for leveling it up. All give you a pack on tier 5 completion.
