ABout 3 weeks ago every time I buy a gold pack it automatically gives me 6000 bonus RP points back. At first I thought this was awesome. But then I realized that now I’m not ever getting any armor or other customization items because the the two 3000RP bonus items are taking up the customization slots in the awarded items. So I’ve probably bought 20 gold packs in the last several weeks and have not received even one piece of armor or weapon skin or anything customized.
Can this be fixed?

This means you’ve completed your REQ collection. Or rather, completed unlocking all the permanent REQs available in the general req pool. The general pool doesn’t include special items like Achilles, HCS Gear, Athlon champ, challenger, olive, Timmy, pro team skins, and emblems linked to commendations.
some permanent REQs, like some common Mongoose certifications, can only be unlocked via Bronze packs.
but for the most part, you’re done unlocking your Halo 5 customization items. Congrats.
But I still need like 100 helmets and several armors.

Hm, that’s odd.
Tell me this: have you only been buying Gold packs? It’s possible that if you’ve only bought Gold packs, you missed all the Common items. Gold packs only unlock things of Uncommon rarity or higher. For Common items, you’ll need to buy Bronze and Silver packs.
I buy mostly Gold Packs but I do buy others as well. If I buy Bronze packs I don’t get any armor at all so I think I have all those. When I buy Silvers I just start getting RP bonus points again. So I think something must be wrong.

Exactly. But I’m just trying to get all non-secret customization items in the game
