What Packs are you buying? It is totally at random but I know gold packs typically flush you with good game bonuses although sometimes you may not get one you need. Silver packs are not good for these at all as I have been buying nothing but silver packs just to get all my common and uncommon gear unlocks before going to gold packs.

Really depends on what packs you’re opening.
Other than that there isn’t a specific reason to why you’re not getting them. It’s all random.
Rare (blue) and other boosts are harder to get from packs so you’ll get less of those.
Based on the req pack payout drop rate data that I have collected from 550 Silver Packs and 110 Gold Packs, it can be observed that each Silver and Gold Pack will give 2 boosts. For the Silver Packs, 60% of the boosts will be Warzone Boosts and 40% will be Arena Boosts. The distribution for the Gold Packs is slightly higher with 65-70% of the boosts being Warzone and 30-35% of the boosts being Arena.
When it comes to the rarity of the of the different Warzone boosts, the following distribution can be seen. In parenthesis is the the proportion of the boosts being XP Boosts.

It’s all random, people have a lot of legendary boosts because 343 released packs for players to use during the COVID lockdown, I’ve used all my legendary boosts already though.
