Parangosky hated Halsey, and so that was passed down into Osman as well.

Hmm not too sure about the actual motives, but my guess is to keep her quiet about ONI funding for the spartan program.
That or Halsey pissed her off with her civilian attitude.Could be a number of things.
We will have to wait and see how it progresses, but i don’t see it clearing up unless there is a season 2 of spartan ops outside of the novels.
