That sounds nice as a hypothetical feature, but, in reality, it could be abused horribly. If I set my preferences to the Hannibal Wasp, Phaeton Helios, or something else that is borderline game breaking, I might get those frequently enough to -Yoink- all over teams of people that don’t have those certifications without having to worry too much about running out.
I always assumed the Certification text was just poorly described. It doesn’t actually boost your odds of getting something (Since when you 100% everything, the effect would be nullified anyway) but rather it’s just saying “Hey, you got a certificate for an ONI Chaingun. You’re allowed to find these in packs now!”
So it’s not boosting your drop rate, it’s just unlocking it for you.
Definitely would just set my REQs to the Wasp if this were possible, but it is not.
Getting certifications only adds them into the rotation of the packs you open. As you unlock more that list gets bigger to sort through and makes the odds of getting something go down each time.
If I get choose my let’s say 3 REQs to be more likely dropped. I’m gonna pick:

This is not the case, because you can get any REQ in a pack without owning it’s certificate (I have 3 Phaetons and I don’t own the certificate).
The certificates do seem silly, because indeed once you unlock them all, any increased chance you had for getting a particular req seems to go down. Like, if a certificate raises the chance for getting a Legendary REQ from 5% to 10%, is it compared to all other REQs, or is it based on the pack itself? Also, if packs have a maximum number of REQs they provide, that would also nullify the bonus of the certificates.
All in all I find certificates pretty silly. There are some rare REQs which I have a certificate for that I only have a few of those items stocked. They’re only rare; why is it so hard to find them, even with the certificate?

The way the req system works is you get what’s in the the pack. No choosing.

I shudder to think what the drop rate on the ONI Wasp would be before you get its certificate.
would be nice, but the way it is now helps to push you to spend real money on req packs to get what you want
if you could weight certain reqs that would be nice. but not like an individual varient. just weight snipers as a whole. get more beams and snipers mix of all varients
It would be even better if we got rid of the RNG factor in the REQ system and just made it so that we could buy what we wanted directly, like in Reach.

People here are saying it would be game-breaking, but I’ve got a more balanced proposition: REQ Bias Adjuster
Put simply, it’d let you adjust the odds of certain REQs dropping. Of course, these would have to be broad spectrums for balance.
Example:
Have the categories: armor, loadout, power plays, and miscellaneous. The minimum chance of any category dropping is 5% and the absolute maximum is 85%. So say I wanted a specific armor piece. Now I can ensure I have 85% chance of an armor REQ dropping, but I still have to hope its the one I want (So its about a 2% chance instead of a 0.2% chance).
