But instead, and it’s almost crazy that such a thing would work, the Arbiter was kept around and his story continued and gasp improved over time. Imagine letting characters grow.

Agreed.
Halo 4 gave us some new and interesting characters, albeit for only about half of the game. Then Halo 5 comes around, and they kill off the remaining primary antagonist in 5 minutes, and then shove most of 4’s characters aside to make way for WAY more new ones.
Im sick of being introduced to characters, learning who they are over their scenes, speculating on where they might grow and be challenged in the following game, only to have them swept aside and forgotten about.
Like you said, back when Halo 2 came out, there was a vocal potion of the fan base that cried for his removal, which likely played a part in his downgrade to ‘sidekick’ in Halo 3. And look at him now, he is essentially GOD-TIER beloved by most of the fan base.
343 faced a similar rescission with the Didact following Halo 4, and sadly their lack of resolve lead to him getting thrown in the story deep-freezer.
And as the years have gone on, he has developed a bit of a cult following of fans that want him back.
I don’t want to be sitting here in 2027 seeing people bash 343 for killing off most of 5’s characters in the first half of Infinite, haha!
Letting the characters grow and evolve is the meat on the bones of the story. Without it, just just have one-dimensional drones walking though the plot. My hope is that relevant characters from 5 show up in small doses throughout the story and in situations that challenge them as a character. Whether that’s through direct encounters, cutscenes, or terminal like vignettes.
Anyway, I think 343 are probably playing Infinite’s marketing very close to the chest. 5’s marketing was a disaster, and they probably don’t want to get us hyped in the wrong direction by showing to much. And the lack of 5’s characters is likely due to more of a ‘bad taste left in the mouth’ situation, and the wanting to showcase the more Chief V Banished, and ‘spiritual reboot to CE’ side of the game.
