you can still move though, you can still move and fight at the same time, you just can’t move faster without being able to fight…

You had him one shot before he ran behind a wall VERSUS… YOU HAD HIM ONE SHOT BEFORE HE RAN BEHIND A WALL.
It makes no difference at that point.
I mean, at what point do you just say that the guy without shields isn’t allowed to even hide behind a wall?
This is crazy, get over your unreasonable hang-ups.
I’d be down with that. A very interesting idea, indeed.

people time it to back out just before there shields go down, right when they’re about to drop they back out and the last shot in drops the shield and he is now behind cover …
> slowing down when getting shot at only helps to prevent running in for double meleeing not running away.
No, it prevents running…in general.

it doesn’t prevent running unless its a constant stream of shots which isn’t possible on a fleeing foe because they stick to cover as much as possible and you can’t shoot through walls.

“Do not pursue an enemy who simulates flight; do not attack soldiers whose temper is keen.” -Sun Tzu The art of war.
When the enemy runs away unexpectedly or shows a weaker force than expected, beware of chasing them as they run as they may well be leading you into an ambush.
I agree the running away was annoying in reach since I only really use hologram, but if they are slowed down when shot at that would work for me.
