No playable Elites? Why?

Im pretty excited for Halo 5 to come out and am really looking forward to playing it but why cant we play as elites? I know Halo 5 (and Halo 4 was the same way) the abilities were more geared towards spartans but why take out something that the fans always enjoyed having. You could easily make some of the spartan abilities into elite abilites (thruster pack could be a type of evade, ground pound could be both species, sprinting both obviously would be able to do, etc.). Ive always liked playing as elites or at least having the option to to but why take something out that really doesnt hurt anything and the fans enjoy?
