People not having mics seems to be the default setting. For objective based games, this makes it almost impossible to communicate with teammates. Recommend switching to a model where comms are more open.
No, I prefer the silent comms. I prefer and so do many people to stay in a party than be forced into game chat. People can switch from party to game chat and vice versa anyway, but I’d and many people rather not listen to a fan, heavy breathing, a nonstop yapping dog, people talking in the background of someone’s mic, etc.
You can’t force people to a) have mics (unless you’re Sony, apparently) or b) talk.
I have a perfectly fine mic but I don’t use it in Quick Play (because it’s not ranked) and I hardly use it in ranked because I typically have no interest in talking to the other people in the lobby who drop the n-word like it’s a comma. 
The ping system is fantastic and works well enough, especially if you use an Elite controller or similar that has back paddles, which is what I mapped ping to so I can use it while I’m shooting.
I normally mute my mic because I have a lot of general background noise at all times, but I at least keep my ears open for any call outs. If I spot enemies in the distance, I normally mark the area and team mates that are paying attention will turn to help me storm said location.
The ping tool is a very helpful one that I definitely recommend more people use and pay attention to.

If you really want a team that communicates, make an LFG post with it as a requirement, join the halo discord and find a group there. And people not having mics is not something 343 can fix, if I choose not to talk, there’s nothing 343 can do about it.
My observation is that no one uses mics anymore because all that comes flooding into their eardrums is disrespect and insults. I can certainly say I’ve experienced it, it gets old, it’s been old since H2.
Everyone can talk to everyone through the mark system, just saying
i mute in game voice unless im in a private chat, always did. Im not here to listen someone’s kid crying in the background, or people throwing slurs around every 5 seconds. Unfortunately it falls on you to get your own team if you really want communication, can’t force that on everyone else. As someone above said, the mark system is also an option.
