They’ve been ignoring every single person with this issue it seems. I’ve been following several threads on the matter (Personally I’m missing Helioskrill despite getting the Legend achievement) but none of them have a response.
In terms of how to contact 343i… well, this is it.

Hi 343 this is the first time I’ve ever posted but i completed the Legend achievement to unlock the Helioskrill Armor and still don’t have it. I can view the achievement on Halo Waypoint but still don’t have the armor. It’s been at least 3 weeks. Please help…

Do you have a source for that statement, if this is true it could explain why so many don’t have it!
not me though, have to fight through ce 2 and 4 
I did not receive the armor for journey begins as well, but as soon as I finished Halo 5 campaign it appeared as an armor option, maybe just coincidence, but it did appear as soon as I finished campaign.
Just a coincidence. I’ve completed 5’s campaign too and not got it,
