Just finished Last stand for the first time, on Legendary. Sat through the credits, saw the last cutscene, and even got the blitz pack. Nothing.
Got the achievement for completing the previous mission, and rolled straight into this one. But nothing. It was even my first gold medal, and I didn’t that achievement either.
In the mission select screen, every mission shows solo Legendary completion. I even have every other level achievement. In the career menu, my completion is 12/12 Legendary.
Signed in/out, restart the game, nothing. Quit the game, hard reset my Xbox, nothing. Achievement doesn’t even say “unlocking”. Still just locked.
I have the same problem. I have completed the campaign on coop legendary and both achievements for completing the campaign on heroic and legendary won’t unlock. I have completed the final mission multiple times and it still will not unlock.

Some achievements are just buggy to unlock. Some do, some don’t. Hard resets help as well. So if you ever have this problem again, do a hard reset, then replay the level.

It was probably the replay that did it. Multiple hard resets had no effect on this particular issue.
I’m lucky the level wasn’t a tough one. Unnecessary Legendary replays are the worst.
