In solo campaign mode:
I am looking to see if there is an add-on/download that will allow me to view a static, aerial schematic of my current battlefield, mission location, or even better - the whole of planet Reach (where i’ve been, where i’m headed). I am a fiend for geography, and having sense of the big picture would really enhance my progress.

No. Especially not in real-time.
However, on certain screens throughout the Campaign, there are world maps of Reach. for example, if you explore the Winter Contingency relay outpost (when Kat says, “Search that body”, ignore her – and avoid the body), you may see a few such screens. The orange room in New Alexandria (that became the multiplayer map Reflection) also has a hologram that I believe to be a globe of Reach.
With glitches in Theater, you can also explore some levels from far above… But Bungie never modeled things they didn’t expect you to see, so it’s mostly low-detail mountains and gigantic void-like gaps in terrain.

They’re just points further along in a mission, and they vary with each. The Rally Points don’t correspond to checkpoints; Bungie just took each mission, divided it in half or in thirds at points where it made sense, and a Rally Point is just the start of one of those sections.
