Look, maybe I’m reading into this a bit too much, but I just want to point this out:

that was halo reach concept art not halo 4 and they scrapped it due to bug issues and water mechanics.

I seem to recall they said they scrapped this and another campaign level due to time restraints and storage restrictions.

Anyways, the point is that boats made it more than halfway onto the Reach disk, and so it is more than likely it has been considered for 4.

It’s definitely a possibility for spartan ops, I’m not sure about the campaign though.

The UNSC operates conventional boats as well as spacecraft. Some spacecraft, such as the larger warships, were never designed to operate within a planets atmosphere. Conventional naval ships are used when the more powerful spacecraft are unavailable for fire support

Yup. Just go here, it says they operate space and aquatic ships. I believe there was a level in Reach (was it lone wolf?) where you could see an aircraft carrier or something in the distance.

In ODST they could, but i think for gameplay reason it is never implemented

Regardless if the UNSC have warships or not, a small boat w/ machine gun can do wonders where the warthog can’t reach. A boat is a very efficient way to travel, since it uses much less energy than aerial flight.

The real question here is if it will work gameplay-wise. Will it be possible, let alone beneficial, to include water dynamics in the game?

But as I said in the OT, I might be overanalyzing. Land/air/sea could simply mean everywhere.
