As sad as it is to see the elites not in the picture, does this mean that there will never be an update or download for Halo 4 that lets us play as someone else other than spartans? Even playing as just a normal marine would be good, I didn’t think they were serious on making Halo 4 very spartan self centered.

Interesting, But what doesnt make sense is why bring him in Spartan Ops if he doesn’t greet his old friend(As in 117) in the campaign? But still, playing as him would be very very epic! Now you said you got this info from like a source on the net or was this in a magazine?

The Arbiter’s appearance in SpOps is a rumor. Someone at 343 said that it would be possible, but never confirmed that it would be so. Why wouldn’t he be in campaign? How about because it wouldn’t make sense? During the events of H4, the Arbiter is struggling to deal with an uprising on Sanghelios.
Play as a marine? Really? Why? What would be the point? Again, it wouldn’t really make sense in the story, unless they created a whole new side story. Which they would never do, as the time and resources necessary wouldn’t be justified. Further, they would have to create a whole new shield/health system, being that marines don’t have Mjolnir armor.
I seriously don’t understand why ideas like this even come up…

Technically anything is possible to be in the game or multiplayer. Yes they could make Elites, Marines, ODSTs, Prometheans, etc. all as playable characters in multiplayer if they wanted. None of it would follow the story accordingly, as in health, damage, and what not in multiplayer; as they would probably have to make the Marines and ODSTs just as strong as Spartans; just to make the game fair, however, that would obviously look ridiculous as ODSTs and marines aren’t as strong. But it would give players another option for a character to play as, but wouldn’t follow and click with the actual story. But anything is possible with dlc and updates. But let’s not get carried away lol, but I do see your point.

This is a rumor made up by fans, and is not true.
It would be kinda neat if when you were playing co-op campaign, after you meet up with Infinity the other players had the option to switch to their War Games Spartan 4. Then you would have Chief and a couple of Spartans running around instead of 4 Chiefs. It could say they volunteered to go along on the mission, or whatever.
Timesplitters had loads of Characters, I don’t see why Halo can’t have any. Skins would be nice too.
