It will be very simular to the Reach version.
After a target is tacked, 2 or 3 rockets will be launched from orbit.
The rockets has heatsinking so it will try to hit the player or the vehicle but moving fast enough for air vehicles or moving into a structure negates any damage.
The weapon has 2 charges, max 3 and it has a 15 sec cooldown after a enemy is targeted.
Halo 4 was going to have it in it’s Multiplayer but it didn’t make the cut.
The weapon would be way too overpowered I would think. If it were to be included it should be for Personal Ordinance whenever a player reaches a Rampage, powerful weapon rewarded for those who can stay alive.

Agreed on the view that the weapon is overpowered.
Off topic:
I dislike the idea of giving someone who is already playing ridiculously well the tools to decimate the enemy team even more. Then again, I don’t think someone who is playing average or poorly deserves a power weapon dropped at their feet.
Hence the root of the problem for the current system of Personal Ordnance in many eyes.

Agreed. Of course, it should still be dumbed down a tiny bit. Maybe one giant missile that hits the enemy squad mowing through your spawn.
I would love to see the Target Locator in Halo multiplayer, but it needs to be adjusted for balance. In multiplayer the Target Locator should fallow these rules:
1 - EVERYONE can see the area designated as a target.
2 - There can only ever be ONE on the map at a time. And it only gets ONE shot. It will activate it’s respawn timer after it’s shot has been fired. (However in Forge, this can be adjusted)
3 - It can NOT lock on to a player or vehicle. Once it locks, the lock stays in place. If you were aiming it at an enemy player or vehicle, the lock will stay where they were when the lock was acquired and will not follow them.
4 - There is “barely” enough time for a player in the center of the lock to escape before the lethal payload is delivered. If you are the target of the locator, and you do not react quickly enough to escape, the circle you will die. However no matter how fast you are you will most likely have your shields drained by proximity to the explosions.
I could see the Target Locator being a hilarious, but very well balanced anti-sniper or anti-heavy vehicle weapon. While a Tank or Mantis would have enough time to survive if they react quickly, and don’t dawdle getting out, they will no doubt be heavily damaged, and susceptible to small arms fire. And any that are unattentive or already damaged will be destroyed. It would be awesome against Snipers because when they are sitting still, scoped in, paying full attention to their target. If they are paying enough attention to clue in to the audio cues they get for being in a mortar target location, they won’t likely react fast enough to escape. And even if they are paying attention, they are going to have to de-scope, get their bearings, and react in order to escape once they hear the tell-tale sounds of mortar fire.
