The Swords of Sanghelios are the Elites that follow the Arbiter. They’ll be in the game in some capacity.

Putting the ideas themselves to one side for a moment, it’s too late in development for them to start implementing new things. They’d either have to come in the form of an update some time after launch, or in Halo 6.
