So I have all common - rare reqs and been on golds only for months but when these new helmets came out i noticed 6 of them are rare… so 3 silver packs = all of them. i opened a pack and just got 3500 req points? Do I simply have to wait a few hours?

You need to purchase the REQ pack that contains all the helmets. You can buy it for $9.99 or 150k RP

Nope. I asked the same thing.
343i being the cash hungry cows they are made it to where you have to purchase the pack for $9.99 or cough up the 150,000 req points.
I’m not sure where you got the idea that they’d be unlockable in normal REQ packs but that has literally never been stated anywhere.
