Hey OP, there are quite a few different threads spread across the forums right now that members use to discuss their thoughts and ideas for future games. If you have a look in the General Discussion, Universe and Infinite forums you should find them fairly quickly.
As for submitting ideas directly, that’s something that 343 can’t so I’m afraid as it goes against Microsoft’s Unsolicited Ideas Policy. The best way to reach them is here on the forums
