I wouldn’t mind another forum section here for discussing tactics and strategies only. A neutral place where newer players can go to learn and older players can show off their vast knowledge. This is something most of the randoms I end up with desperately need.
I say No Whining all in good fun. No game will be perfect and legitimate complaints have their place, just not this place. I want to know the best ways to disable an enemy Mantis without hearing additional speculation about 343’s motives and/or mothers.

If that can really be done, I would also recommend to have strong moderation against duplicate threads. In that aspect, this forum is the worst I have seen. Every visit here is like deja vu.
I wouldn’t have minded people whining/debating the merit of a new change (say CTF) if all of them are restricted to a single thread. It is the 1-thread-per-hour on the same topic over and over again that gets really annoying. Good threads are often completely overwhelmed by these threads.
Try the matchmaking forums? It sure as hell won’t happen here 
Thats a really cool idea, it would be interesting to see how different people play on different maps.

there is a downside to limiting a topic to a single thread. People are not as often heard in large multipage threads. If an argument is occuring in the thread than dont ever expect to be heard at least for a week or two. Arguments in those threads take up many many pages and anyone with some form of contribution are overlooked because of that.
but yes I would support a forum like this. I got a few strategies I am hoping to try in Halo 4 that will are hopefully going to work 
We can simulate that for now: just add a prefix to the title of the thread, say “Strategy discussion”
E.g.: Strategy discussion: how to kill mantis
This also makes search easier. If I want to find this thread, all I need to do is to type the following in Google search box:
site:forums.halo.xbox.com Strategy mantis
I don’t mind the occasional duplicate posting as it can encourage fresh discussions, especially after any tweaks or updates. Although I imagine there would be a lot less posting to sift through if complaining was openly discouraged.

To some extent, but not nearly as this bad. For example, I am a frequent visitor of http://www.denkirson.proboards.com/ (mainly for CoD discussions) and the forum is quite clean: most of the posts are interesting discussions, and duplicate threads are immediately discouraged with links to an existing one.

That’s good. We could also have a master thread, where suggestions would be taken for additional tips, and where sub-threads like discussions on taking down a particular vehicle, or establishing control over a particular map, could be linked.

Agreed.
I love strategies and AI in Halo (I’ll even play my most hated games Reach and Halo 2 just to fulfill it) but some things just get me so riled up that I end up ranting. I’d love for a place with even stricter focused moderation so I could leave my hate behind.
It’s definitely a good idea. If 343 actually dedicated another area for this sort of stuff, it could get addicting.
However, the Halo game sections themselves allow for strategies to be utilized as thread topics automatically. There really is no need for a new section to come up when a strategy topic can be made in the appropriate game area already and people can bookmark/favorite it within their browser.

How about title prefixes (of course, general discussion topics wouldn’t need them and there could be an option to hide the prefixes when browsing)?
