What we really need is a difficulty between Heroic and Legendary or between Normal and Heroic.
The transition from Easy to Normal and Normal to Heroic was a steady climb. Legendary was a huge step from Heroic.
As for Normal and Heroic,
Normal has the realistic health, damage, shield recharge rate, and AI rank frequency (no bias towards blue or red Elites). Heroic has the realistic AI, AI/vehicle/weapon occurrences (i.e. that second Laser on The Covenant), and shield strength. Throw in Famine and Iron and you get the most realistic Halo difficulty ever!

That would be reasonable.
I also think there should be skull tiers:
Platinum colored skulls = skulls that affect both player and AI
Gold skulls = skulls that affect only the player, player’s hud
Silver skulls = fun skulls
Bronze skulls = skulls that affect only AI
So
Platinum = Mythic, Tilt, Famine, etc.
Gold = Black Eye, Fog/Cloud, Blind (after all, this one is very deceptive. Very easy to find but it’s effect is overwhelmingly powerful. It deserves a step up), Malfunction
Silver = Cowbell, Iron, skulls that don’t affect player or AI, Boom
Bronze = Catch, Thunderstorm, Grunt Birthday Party, IWHBYD, Grunt Funeral
Notice how all the fun skulls are next to each other. :3 Skull ranks will make skull selecting more easier for the new players and convenient for the pros. They will also add to the speculation. Imagine seeing 9 Platinum skulls. That will make skull hunting even more exciting! Anyone with me?
