Short answer? Because life happens.
Reach wasn’t 343’s game, they didn’t have to do anything to it since most of their efforts have been focused on Halo 4.

Still wasn’t made BY 343. Sabre and Certain Affinity actually made the maps, IIRC.
Technicality? Sure. But an important one.

I feel I’ll be moving on from the Bungie games once Halo 4 releases.

Technically they never announced it, it was shown in a screenshot, if you ask me, it was likely an accident that the screenshots of the new helmet got out.
As for the guy complaining about running out of time, they only had a limited amount of time to shove things into the Title Update and test stuff before November 15th hit were it would be used a lot more commonly, Armour DLC was planned but wasn’t completed in time.

How is that a bad excuse? Time constraints are a frequent problem for game developers.

Funny thing is I don’t remember them promising ANY new armor.
They haven’t broke anything, and they owe you nothing.
