There is a Forge glitch to get them to load up random DLC skins, you must have done it accidentally.

I’d like to offer a warning on this subject, since this is one of those tricky subjects that can lead to bad things very quickly:
The Xbox LIVE Code of Conduct forbids accessing game content through “fraudulent methods,” including this bug. I don’t think you’ll be punished for using a bug that seemed harmless and just happening across a DLC skin, but I wouldn’t recommend deliberately trying for DLC skins that you don’t already own. Telling others how to access DLC skins through this bug would also be a CoC violation (and remember that Waypoint is subject to the LIVE CoC in addition to its own forum rules).

I don’t think you’ll be punished for causing this effect on accident, but I definitely wouldn’t recommend deliberately trying to access DLC skins with this bug, and I especially wouldn’t recommend telling anyone how to access DLC skins through this method.
