I got the master chief collection on release day and never got my copy of ODST free. How am I supposed to get it?

You should have received an Xbox Live message when Halo 3: ODST was released a while back with a code to download it for free.
What happens when you view it in the Xbox Live store? Does it prompt you to download it for free or does it say $4.99?
