You’re right, having both a Brute Plasma Rifle and regular Plasma Rifle in Halo 2 was kind of redundant, albeit cool. To be fair, the Brute Plasma Rifle did behave differently, but not enough to really warrant being in the sandbox alongside the regular one. That’s why it was replaced by the Spiker in Halo 3 and Reach. And the new Rocket Launcher? Terrible, there’s no reason to have it at all, especially since the SPNKR is a part of the game too. And I cannot even fathom why 343i brought in the Halo 2 Beam Rifle, when it’s exactly the same as the new one… And all of the “fancy” scopes on loadout weapons, like the hybrid scope and the Forerunner one? What’s the point of them? So yeah, there have been a lot of redundant weapons, especially in Halo 5, which waters down the sandbox as a whole.
Halo 1 had the best sandbox, because every weapon in the game had a purpose and was unique. Halo Reach was pretty great as well, because the Covenant “equivalents” of UNSC weapons still were fairly different. The Focus Rifle was like a long-ranged Sentinel Beam instead of a traditional sniper. The Needle Rifle could be shot in automatic mode. The Plasma Launcher required charging and shot tracking rounds, which differentiated it from the Rocket Launcher. Every weapon was different.
So yeah, a Needler Shotgun might shoot fancy needles and make enemies explode, but how is it functionally different than the other two shotguns we already have in the game? If it has the same effective range and kills in one shot, then what’s the point of it? Just like the two Rocket Launchers and two Beam Rifles in Halo 5, it’s having more weapons for the sake of having more weapons instead of creating a meaningful addition to the sandbox.
