You don’t need to download any DLC to play in the Flood playlist.
A few Castle & Majestic maps are in the playlist but are completely optional.

Forge Island?
Flood and Team throw-down both require you to have Forge Island DLC to play in the playlists, but thats ok because its free DLC.

Probably Forge Island. Alot of maps there need that DLC 
I don’t believe there is any DLC required. But I’d download Forge Island (which is a FREE map, by the way) as I seem to be playing on forged maps there a lot when I play Flood

You get new maps to play on.
Generally, Halo map packs don’t have new game types attached but the Champions Bundle/Bullseye Map Pack contains early access to the new Ricochet game type for two weeks along with weapon skins, armour and playercard stances.

Then get the armor pack and not the full champion’s bundle. Although at that point you would probably be wasting money not simply getting the full bundle.
