So… my girlfriend is a newbie to Halo 4 and needs to be able to spawn with a needler. Anyone know how, or can we get 343 to do something about this? She plays on my guest account and screams when she dies. She’s super cute, so I think she should be able to spawn with a needler. Can I get some support?
I would say that if they allow you to spawn with DMR and Boltshot (that are way much more powerfull than a needler) then you should be able to spawn also with it…
Tell her to start picking Ordnance drops or start getting kills to call in the personal ones. Outside of custom games, your lady friend is out of luck as 343 wouldn’t give us the Needler as a loadout choice considering it’s power (odd since they do give us the Boltshot on spawn…).
Would she mind playing custom games and spawning with Needlers that way? Otherwise, she’s just going to have to get better to fill up the ordnance meter. The Needler is really common, every -Yoinking!- drop for me 
There is currently no way to spawn a Needler in the custom loadouts I’m afraid. However Maps like Haven, Adrfit and Abandon will have Needler’s that spawn on the map. Simply grab one make the enemy fear the pink mist
On a more serious not, if you GF want a Needler then she could always earn Ordinance. She could stick close to you, rack up some assist’s and then hope for a Needler in here Ordinance.
