The only game so far that has managed to have somewhat realistic water physics is Hydrophobia, and that games uses it’s own unique engine.
Sure, it could be fun to add boats and naval warfare, but Halo has never been a naval game, it’s ground or air, we have no vehicles to use or weapons, or even physics for such things. Water is hard to make in games and even harder to make good, hence few games, especially multiplayer FPS games, offers water levels.
if you’re talking about custom games, then you can use the ankle deep killzone trick so that you can only be on it when in a vehicle…
