Bungie nameplates are for Bungie employees (courtesy of halopedia). IDK about the others
The other nameplates are no longer available. Prior to July 7 2011, you could unlock various nameplates for having played previous games or for participating in community events. That was eventually shut down by Bungie and now no longer possible to unlock. If you have a nameplate set you can no longer change it, no new nameplates can be added.
