Does the UR/Legendary unlock include loadout weapons or is it just power weapons and vehicles? I don’t want to waste the money or points for another SMG when I need Nornfangs and the like unlocked still.

No, the unlocks are certifications. Power weapons and vehicles have certifications. Loadout weapons are loadout weapons.
