The interviewer in the opening scene of Halo 4, could we see him again? If so what role will he play and who does he represent? He seems not to be ONI.

He seems to be an ONI, because some normal person wouldn’t interview someone like Halsey.
Or maybe this guy could appear in Halo 5 but we won’t see his face but he’ll might be up to something…

A very good impression if he can pull off a human male, must be a tight squeeze

He might play a role similar to the illusive man
Probably someone involved with the Spartan 4 program, a high level scientist or the head guy.

He just seems like someone put in to advance the plot at that particular time. His position could’ve be filled with just about anybody.
Of course we will see him again. The interviewer is actually Master Chief’s previously unknown nephew Jack. Chief’s mother had more children after he was abducted into the Spartan program.
Jack is the first relative to guess Master Chief’s real identity so he changed his last name and joined ONI looking for a chance to meet his famous uncle.
He will be our new sidekick in Halo 5 and act much like Elizabeth in Bioshock: Infinite. “Hey Chief!! I found this Pulse Grenade! Do you want it?”

He does sound similar to Chief, but that thought sounds like crazytown.
