From the pictures of first person gameplay we can see a bar right next to the abilities/equipment that the player has, I believe that rather than having infinite rechargeable use like in Reach, the AAs/equipment in halo 4 will only be a one time use with control on their usage. A better way of thinking of it is that the AAs will not need to cool down like in Reach but when they run out they are gone.
This is just what I think one of the possible way the AAs could work is.
AAs and Equipment are VERY different things.
One is chosen before the game and causes uneven starts.
One is found on the map and gives even starts to everyone.

What is recharging equiptment and AAs that don’t recharge?
we do not know what exactly they are yet, so I am just calling them by what they are closest identified with AAs and equipment
