I think that Cortana is going to be human in some capacity IF we see her again. Before ridiculing me hear me out. The Librarian mentions that the Composer can convert humans to A.I. and that the opposite process had been attempted but only ‘abominations’ had resulted.
Remember that Cortana ‘fell’ into the composer at the end of H4.Also 343i has stated that this new trilogy will further explore the relationship between Chief and Cortana… Kinda hard to do that if there is no Cortana.
Just my theory…
Pretty good theory , and I agree with the last part , that they said that this new Trilogy will be about the relationship between both characters , dunno where I saw that too but yeah .

There’s a much simpler way of bringing cortana back into the Halo series without A. resorting to plot servicing magic and B. neutering Halo 4’s ending.
Make another AI.
It plays off their final conversations (see. “It won’t be me”), invites an explanation as to why an “Ancilla” is so impotrant to this “evolving humanity” busines, why Halsey’s been working along those lines, as well as opening up a lot of new ground for character development that you couldn’t possibly have if at some point 343 just copies what bungie did in Halo 3 with what might well be the least popular mission of the entire franchise (ie. Cortana)? Granted 343 could probably do a better job with the design of the mission itself but the point still remains that rescuing cortana or otherwise reuniting with her has already been played out. She needs to remain dead otherwise you’re simply backtracking on what is presently a really good ending simply to rehash a story line which didn’t particularly work well in the first place.

Yah I guess if you had to I’d be most OK with it out of all other foreseeable scenarios. Backtracking on my previous post a bit it does at least get you somewhere with the Composer while providing a new angle for the aforementioned “What Halo 3 was ultimately about.” It’s still hard to see it working visually or in how the plot develops from there but if 343 puts a little thought and creativity behind it they might be able to make it work.
Still, my vote in the undemocratic process of writing is for a replacement AI.
I’m sure about this: she survived. When I finished the game for the first time, I didn’t believe she died. If she had to, she should have done it in H3 or in H6. Having a different AI in H5 and 6 doesn’t help to see the 3 games as a trilogy.
And I also think that Cortana might become a human. I found strange that the Composer was destroyed because it had the potential to become one of the central parts of the storyline.
Instead of her coming back in the flesh or as another AI, she probably just disappeared into slipspace itself and can appear when she is needed.
