The fact that MCC doesn’t unlock my achievements despite having beat Library on Legendary in Halo CEA over 4 times now!
I’m still shocked 343 knowingly forces players to play a broken game they know has issues to obtain an armor. I’m all for beating all the campaigns on legendary but I am not for playing the same damn mission over and over again in hopes the acheivement unlocks!

I just finished up the missions I needed for Helioskrill today solo. There was even a point where I had a checkpoint at a spot with no cover, no ammo, and three Promethean Knights firing at me with their heat-seeking bullets. I pulled some gutsy stuff to get past that. Anyway, I received the achievement, but no armor yet. You’re not alone dude.

no skulls was using grunt birthday party but I took it off just in case

Skulls don’t disable the fact that you beat it on legendary only time/score achievements
I didnt get my Legend achievement for a few weeks. Luckily, I beat all the MCC a couple months before H5.
Same happened to me, but other missions. I did a hard reset and the achievements popped

I can believe the OP because yes I know and have experienced achievements not unlocking in MCC. My only suggestions are this which worked for me. #1 hard reset your Xbox before playing MCC, which I still do to this day. #2 after a hard rest go right into MCC. Don’t do anything else so no other programs may be running in the background. #3 make sure you never skip the cut scenes as that can cause a level to register as not complete. #4 always try to do it solo as in co op the achievement may only go to the host. #5 it is best not to use skulls just in case.
That is about the best advice I can give. I had to redo several levels as I played MCC for achievements to register.
Oh and it is best to have a wired connection for your Xbox one rather than wireless
I’ve been playing all MCC games including Halo 5 using the hot-spot feature on my cel phone with no problems other than a little lag registering the achievements. But everything always shows up in-game as well as at Halowaypoint. I’m on my way to finish Halo 4 and hope my luck holds out.
